I have a problem when i want to create the resource.dll

error massage

Module:"WIN32 File Converter", Error (3017): The resource data could not be accessed.

Error (404): The converter "SystemMacros.ConvRC.XliffToFormatFile" returned exit code 3017.

RC-WinTrans: 9.3.2.1
Windows 7
Translation from english to arabic
Whats going wrong?
