Hello Dorte,
there are no particular issues for Russian and Arabic RTL languages. Russian and Arabic, double-byte and RTL are supported.
Note for RTL: Both the Dialog Box Editor (Win32) and the Forms Editor (.NET) display the text using the same alignment (usually left) as the source.

- What would the cost of upgrading from a version 7 Global license to a version 9 Group license be?
Please send an e-mail with your current RC-WinTrans license key number to "sales@schaudin.com" for a custom update offer. - When we have a version 9 Group license, are there any restrictions on the number of Translator licenses we have? We will be translating to 9 languages so will need to give out Translator licenses to 9 different translators.
The Translator Edition included with the RC-WinTrans 9 Translator Group License is a multi-user license that can be distributed to any number of translators. The Global Edition is a single-user license only.

Hi,
there is no way to keep an existing target text from being written when the item has the status "changed source."
This is by design since we expect that a "changed source" item will be updated before creating the (final) translated target file.

Yes. This is the only way RC-WinTrans will use the original source text in the target file.
